This contract covers the procurement of surgical lubricant supplied in sterile, latex-free, water-soluble jelly form, each packet containing 2.7 grams and packaged in boxes of 144 foil packets. The lubricant contains parabens, is bacteriostatic, and regulated by the FDA. The items have a non-extendable shelf life of 36 months and must be stored between 20° to 25°C. Packaging and marking must comply with the Defense Logistics Agency’s (DLA) Master List of Technical and Quality Requirements, including DLA Packaging Requirements and Medical Marking Standard No. 1, ensuring the product’s safety during handling and transport. The material must be packed in sealed unit containers and suitable commercial exterior shipping containers to protect against damage, with all packaging marked in accordance with the latest medical standards, superseding older military specifications. Delivery is to be made to Joint Base Charleston, South Carolina, within 20 days of order with no quantity variance allowed. Inspection and acceptance points are at the destination, and shipping must be done via traceable means, not parcel post. Multiple line items are detailed, each with a single box quantity and exact delivery dates required in mid-May 2026. The contract incorporates federal packaging standards and requires referral to product specialists for bid confirmation, along with specific labeling and palletization procedures. The contract is managed by the Department of Defense’s Medical Supply Chain Pharmacy FSA under solicitation SPE2DP-26-T-3398, with a specified point of contact for inquiries.
