The Naval Sea Systems Command plans to issue Requests for Proposals to General Dynamics NASSCO and Huntington Ingalls Incorporated under existing LX(R) Early Industry Involvement/Preliminary & Contract Design contracts. These RFPs focus on the procurement of advanced materials and related services such as storage, maintenance, shipping, warranty, and engineering to support the accelerated design and construction schedule of the LX(R) Amphibious Ship Replacement program. Each company will receive a specific solicitation number tied to their proposal: N00024-17-R-2470 for GD NASSCO and N00024-17-R-2471 for Ingalls Shipbuilding. The contract scope expands current efforts and extends into fiscal year 2021, with a combined anticipated value not exceeding $93 million. Only GD NASSCO and Ingalls Shipbuilding are eligible to compete, based on their unique capabilities and facilities for designing and constructing amphibious ships. Subcontracting opportunities are available through direct contact with these shipyards. This action is authorized as a sole-source procurement under the Federal Acquisition Regulation due to the limited number of qualified sources. While this notice is not a request for competitive proposals, all responses received within 30 to 45 days will be considered to assess whether a competitive procurement is warranted. The contracting officer for this acquisition can be reached for inquiries, and interested parties may submit their interest or capabilities accordingly.
