The Naval Sea Systems Command plans to issue a sole-source solicitation to Raytheon Company for the procurement and installation of Integrated Shipboard Electronics (ISE) on the LPD 28 Amphibious Transport Dock ship, the twelfth vessel in the San Antonio class. Raytheon, located in San Diego, is uniquely qualified due to its existing knowledge and experience from outfitting the previous 11 ships. Attempting to engage another contractor would lead to unnecessary costs and inefficiencies, as the learning curve and system integration benefits achieved by Raytheon on earlier ships cannot be replicated elsewhere for the final ship in the series. This contract action is intended to proceed without competition under the authority of FAR 6.302, though the government invites interested parties to express interest or submit proposals within a specified timeframe following the notice's publication. The solicitation is focused on supply and service requirements specific to San Diego, CA, and is issued primarily for subcontracting opportunities. The government retains sole discretion to determine whether to pursue a competitive procurement based on responses received. Contact for further information is provided through the designated contracting officer.

Full Description

The Naval Sea Systems Command intends to issue solicitation N00024-16-R-2432 to Raytheon Company (Raytheon), 8650 Balboa Ave., San Diego, CA 92123, for the procurement and installation of Integrated Shipboard Electronics (ISE) for the LPD 28 Amphibious Transport Docking ship on a sole source basis. Raytheon is the only source with the requisite knowledge and experience required to procure and install ISE for the 12th ship of the San Antonio (LPD 17) Class. Pursuing an alternate source through competition would result in significant duplication of cost due to loss of learning achieved on the previous 11 ships that cannot be recovered on the last ship of the Class. This notification is issued for subcontracting purposes only. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
