The Naval Sea Systems Command plans to issue a Request for Proposal to General Dynamics NASSCO and Huntington Ingalls Incorporated under existing Early Industry Involvement contracts for services related to the LX(R) Amphibious Ship Replacement program. These activities will involve design engineering, potential test sample fabrication, and special studies focused on enhancing affordability in ship design and construction, as well as reducing the Total Ownership Cost. The intent is to engage shipbuilding industry experts in order to gain insights into major cost drivers and identify opportunities for cost reduction and refinement of estimates, leveraging the unique capabilities of these two U.S. shipyards which have the facilities and resources necessary for constructing large deck amphibious ships. These contract modifications will be awarded without full and open competition, as only these two entities are capable of fulfilling the specific requirements, in accordance with the relevant federal statute. Interested parties seeking subcontracting opportunities are directed to contact the prime contractors directly.
