Lycoming County Flood Warning System Upgrades

The County of Lycoming is soliciting sealed bids for the upgrade of its existing Flood Warning System, which was originally constructed in 2004 and relies entirely on equipment from High Sierra Electronics, now a subsidiary of AEM. The system encompasses 21 automated stream gauges across six major watersheds, with 14 utilizing ultrasonic or radar technology and the remaining seven using pressure transducer gauges that must be converted to radar systems to ensure compatibility and continuity. Only AEM products are permitted to interface with the current infrastructure, and all work must comply with specifications outlined in the contract documents. The project is partially funded by a federal award from the U.S. Department of the Treasury under SLFRP2851, and Pennsylvania Prevailing Wage rates apply. Performance must occur at the existing flood warning system sites throughout Lycoming County, with all work subject to inspection and acceptance at the installation location. The contractor is fully responsible for system testing, data integrity verification, sensor calibration, and ensuring uninterrupted data transmission during power outages, including compliance with electrical safety standards and GPS synchronization. A full performance bond and labor and materials payment bond at 100% of the contract value are required, along with liability insurance of at least $1,000,000 with no exclusions for pollution-related claims. All materials must satisfy Buy America provisions, and the contractor must comply with environmental regulations under the Clean Air and Clean Water Acts.
