The contract awards 24/7 fire and intrusion alarm monitoring services for 15 buildings across the Lyndon B. Johnson National Historical Park in Johnson City and Stonewall, Texas, with a base performance period from May 4, 2026, to May 3, 2027, and four optional one-year extension periods, potentially extending through May 3, 2031, with a possible one-time six-month extension permitted under FAR 52.217-9. The work requires continuous monitoring via GSM infrastructure, immediate alert response coordination using established NPS protocols, and seamless transition from the current provider, Novo Communications, LLC, with minimal disruption. The contractor must provide detailed alarm data including location, point number, and alarm type, ensure 24/7 staffing with robust communications, and comply with the Service Contract Act Wage Determination 2015-5287 Rev. 31, liability insurance requirements of $100,000 per person/$500,000 per occurrence, and applicable federal regulations including FAR 52.204-24 and 52.204-26 regarding lobbying and covered telecommunications equipment. Acceptance occurs on-site at designated locations including the Johnson City Visitor Center, Boyhood Home, and other park structures, with inspections conducted by the Government based on NFPA 72, SCA standards, and contract specifications. The contract is a firm-fixed-price commercial agreement structured under a trade-off evaluation method, prioritizing technical compliance, past performance, price reasonableness, and implementation schedule without applying a lowest-price technologically acceptable approach. All submissions must be delivered electronically via email to Ruth Pagan, the Contracting Officer, and include a two-page capabilities statement, three reference examples, a completed price schedule, and required FAR representations such as UEI and CAGE codes, small business status, and disclosures regarding covered telecommunications equipment or ByteDance applications. Invoicing must be processed exclusively through the Invoice Processing Platform (IPP), with no use of WAWF, and payment is handled by the U.S. Department of the Treasury. The contractor must comply with extensive FAR clauses covering ethics, whistleblower protections, executive compensation reporting, supply chain security, labor standards, small business subcontracting, paid sick leave, anti-trafficking policies, and privacy training.
