The Department of Health and Human Services, through the National Institutes of Health, has completed a streamlined competition under OMB Circular A-76 for the IT Data Center Operations function, encompassing services such as backup, facility management, mainframe monitoring, printing, IT user support, shipping, hardware/software testing, and technical expertise contributions. The study, finalized and certified on July 26, 2004, determined that these functions will continue to be performed in-house rather than outsourced. This decision means that the existing internal team will maintain responsibility for all aspects of IT data center operations at NIH. Following the decision, the Contracting Officer will formalize the arrangement by executing a Letter of Obligation with the senior manager overseeing these functions. Importantly, per the revised OMB Circular A-76 rules effective May 29, 2003, no challenges or disputes regarding the competition process or outcome are permitted. The contract is identified under solicitation number Reference-Number-N04CW05, with all relevant coordination managed by Contracting Officer Lisa Schneider.

General Info
