The Department of the Air Force is publicly announcing the initiation of a public-private competition under OMB Circular A-76 for the GPS test and operational mission currently performed by the 50th Space Wing at Cape Canaveral Air Force Station, Florida. This competition involves evaluating the performance of approximately 13 full-time equivalent government personnel positions—comprising one civilian and twelve military members (one officer and eleven enlisted)—who currently handle these operations, with no contractor support involved. This announcement is not a solicitation, and proposals are not being requested at this time. The competition will follow a streamlined process based on the revised Circular A-76 guidelines, with performance periods planned for a base year plus four option years. Cost estimates will be derived from market research and agency cost calculations to determine the most efficient service provision method, which may result in continuing agency performance, contract placement, or solicitation of new contracts depending on comparative costs. The projected competition period began with the public announcement date and is expected to conclude by October 30, 2006. The decision-making authorities include senior DoD competitive sourcing officials such as the Deputy Under Secretary of Defense for Installations and Environment and the Air Force Deputy Chief of Staff for Personnel. The primary point of contact for inquiries is Steven A. Wells, Contracting Officer at Schriever Air Force Base, Colorado. The competitive process aims to ensure the most cost-effective and efficient execution of the GPS mission supporting Department of Defense operations, with adherence to applicable federal acquisition regulations and guidelines.
