M--Crack and Fog Sealing Multiple Locations

The National Park Service has awarded Revo Construction, a small business, a firm-fixed-price contract valued at $237,355.74 to perform crack and fog sealing, pavement restriping, and depaving work across multiple locations within Cuyahoga Valley National Park. The scope includes cleaning and sealing asphalt surfaces and cracks on walkways, roads, and parking lots; applying fog sealants; restriping with blue, yellow, and white pavement markings in compliance with MUTCD standards; and removing approximately 1,040 cubic yards of asphalt and subbase material from Stanford Road to restore the area to a naturalized state with fill dirt. The work must adhere to Division 01 and Division 32 specifications including Section 32-12-16 for asphalt pavement and Section 32-17-23 for pavement markings. Performance is limited to 120 days after notice to proceed, with all work conducted at designated sites including the Canal Exploration Center, Frazee House, Jaite Headquarters, and Ira Trailhead. The contract is a 100% small business set-aside under NAICS code 237310, with a size standard of $45 million, and requires the contractor to maintain an active SAM registration and UEI throughout performance. The contractor must comply with stringent safety and operational protocols, including implementing a site-specific accident prevention program, providing appropriate PPE meeting ANSI and OSHA standards, posting emergency contacts, and restricting noise to daytime hours while avoiding broadcasts of personal media on park property. All bids required a 20% bid guarantee and, if awarded, the contractor must submit performance and payment bonds within ten days of contract issuance. The contract mandates use of the Invoice Processing Platform for payment requests, with final payment contingent upon submission of payroll records for all subcontractors, SF-1413 acknowledgments, progress reports, as-built drawings, warranty documents, and a signed release of claims. Inspections are reserved by the government, and nonconforming work must be corrected at no additional cost.
