The 30th Space Wing plans to extend the existing Launch Communication Contract (LCC) with MCA Engineers for an additional six months from April 1 to September 30, 2003. This extension is intended to ensure continuous launch-critical communication services while a new, eight-year contract for Western Range Operations, Command, Control, Communications and Computer Services (WROC4) is being competitively procured. The current contract supports a wide range of military and commercial launch operations, providing essential operations and maintenance (O&M) services for mission communication systems, including installation, modification, and upkeep of critical communication hardware such as recording systems, public address equipment, closed circuit TV, photographic stations, and timing systems across space launch complexes and remote control centers. The continuation of the LCC guarantees uninterrupted support for critical launch activities without any change to launch schedules, emphasizing the importance of seamless service during the transition period. The contract stipulates that all personnel hiring, training, system familiarization, procedural development, certifications, and security clearances must occur without disrupting ongoing services. Notably, no phase-in period or transition training will be provided to avoid delays and duplication of costs, reflecting the critical and time-sensitive nature of the operations supported by this contract. The contract is managed by the Department of Defense at Vandenberg Space Force Base, California, and responses to the notice must be submitted within 15 days.

NOTICE OF INTENT: The 30th Space Wing intends to extend the Launch Communication Contract (LCC) #F04684-01-C-0001 with MCA Engineers, for a period of 6 months (1 Apr 03 - 30 Sep 03). By extending the LCC, launch critical services will be uninterrupted while the new eight year Western Range Operations, Command, Control, Communications and Computer (WROC4) Services Contract is being competed under F04684-01-R-0008. The current LCC provides support to the overall diversified mission of the 14 AF, 30 SW, 30 OG, 30 CS, SMC, Det 9, range operations associated unit operations and commercial launch agencies. This contract provides launch support O&M services to meet mission communication requirements. Services include maintaining, installing, modifying, launch critical communication systems, recording systems, administrative and public address equipment, closed circuit TV, photographic stations, timing systems, etc. at space launch complexes, remote launch control centers, satellite control facilities, and test facilities. All hiring and training of personnel, learning of mission critical systems, development of O&M procedures, and obtaining of certifications and required security clearances must be accomplished without interruption of LCC services or change to launch schedules. Phase-in will not be included due to the aggressive launch schedule, the criticality of services to be provided and the impact that would result from the interruption of these services. The incumbent contractor will not provide transition training since this would cause the government a substantial duplication of costs and an unacceptable delay to launch schedules. Any replies to this notice must be received within 15 days of this notice.
