The USAID Regional Contracting Officer in Budapest plans to award a sole-source contract to Harza Engineering Company Inc. for approximately one year starting around March 15, 2003, with an estimated value of $350,000. This contract aims to allow Harza to continue and expand its work in developing sustainable municipal energy efficiency financing in Bulgaria. The contract will be awarded without competition under the authority of AIDAR 706.302-70(b), which allows sole-source awards when competing would lead to substantially higher costs or unacceptable delays. This action follows the guidelines of FAR 6.302, with the Government reserving the right to consider any proposals received within 45 days after the notice’s publication, though award will be made at its discretion. The award process is intended to maintain continuity in specialized services critical to the successful implementation of the project, emphasizing the need for expertise already demonstrated by Harza Engineering. While the notice is not a solicitation for competitive proposals, the Government may evaluate any input received to decide whether to pursue a competitive procurement. The contract supports USAID’s broader efforts in the region, specifically focusing on sustainable energy solutions for municipalities in Bulgaria, contributing to improved energy efficiency through innovative financing mechanisms.
