THIS IS A MODIFICATION OF THE PRESOLICITATION NOTICE The period of performance is for one (1) year plus one (1) one-year option period exercised at the discretion of the Government. Total contract duration will not exceed two (2) years and six (6) months if all options are exercised. Original Presolicitation Notice This is a Pre-solicitation notice. This Pre-solicitation notice is not a request for formal proposals or quotes. Formal solicitation will be issued on or about July 29, 2013. The proposed solicitation number is VA263-13-R-2608. The Department of Veterans Affairs (VA), VA Health Care System (VAHCS), Sioux Falls, South Dakota 57105, will be soliciting proposals for Valet Parking Services. The Sioux Falls VAHCS has the need for Valet Parking Services to alleviate parking problems experienced at this facility. The contractor will park approximately 250 vehicles daily. The contractor shall be completely liable and responsible for providing patients with a valet claim check, securing keys, parking, delivering, and directing certain valet vehicles to and from the valet greeting area. The Government intends to award a firm-fixed price contract in accordance with all terms, conditions, provisions, and specifications of the solicitation. The solicitation will be issued through commercial acquisition procedures conducted under FAR Subparts 12, 13.5 (Test Program for Certain Commercial Items), and 15. The applicable NAICS Code is 812930 with a size standard of $35.5 Million. The period of performance is September 15, 2013 (or date of award) through September 14, 2014 for the base period, with four (4) one (1) year renewal options that can be exercised by the Government. This is a 100% Service Disabled Veteran Owned Small Business (SDVOSB) set aside. Only offers from SDVOSB concerns will be considered for award. Offerors will be required to provide information to demonstrate that at least 50 percent of the cost of personnel for contract performance will be spent for employees of the SDVOSB concern or of other eligible SDVOSB concerns. SDVOSB concerns must be registered in the Vet Biz Registry as a SDVOSB and have obtained the Center for Veterans Enterprise (CVE) Verification Icon/Seal prior to submitting proposals.
