New Combination Harford Academy and Elementary School: 05A Package–STEEL
Solicitation # HRM-26-3
The Board of Education of Harford County is soliciting sealed, lump-sum bids for the 05A Package-Steel for the construction of the New Combination Harford Academy and Elementary School located at 1605 Eva Mar Boulevard, Bel Air, Maryland. This project, estimated at approximately 150 million dollars, requires the provision of all labor, materials, equipment, and services for the steel package, including a base bid and several add alternates for classroom additions and floor finishes. Bids are due by 2:00 p.m. local time on October 29, 2026, at the Harford County Public Schools Planning and Construction Department Facilities Training Center. The contract emphasizes strict compliance with the Buy American Steel Act and Maryland prevailing wage standards. A Minority Business Enterprise goal of 15 percent is established, with a specific 8 percent subgoal for African American subgroups. Bidders must provide a bid bond of at least 5 percent of the combined bids, and the awarded contractor must provide 100 percent performance and payment bonds. Logistics are critical, as the project requires a phased, just-in-time delivery of structural steel, with materials not to be delivered to the site more than 14 calendar days before scheduled erection. Evaluation is based on the lump sum bid adjusted by unit price bids and alternates, with a preference order for award given to Harford County bidders, followed by out-of-county Maryland bidders. The contract includes a liquidated damages provision of 1,000 dollars per calendar day for delays beyond completion dates. Contractors must adhere to the T.J Vinton Schafer Safety Manual and the Construction Manager's Quality Control Program, and they must submit monthly LEED template updates to avoid payment holds. Required submission documents include the MBE Utilization and Fair Solicitation Affidavit, the Affidavit of Qualification to Bid, and a bid bond.
