The Maryland Aviation Administration is soliciting bids for contract MAA-MC-27-005 to provide comprehensive preventive and corrective maintenance, repairs, and major installation projects for the Public Address and Emergency Evacuation Notification System (PAEENS) at BWI Thurgood Marshall Airport. The scope of work involves specialized digital audio routing and arbitration systems operating over CobraNet and Ethernet architectures, featuring equipment from manufacturers such as Innovative Electronic Designs, Shure Incorporated, and BSS Audio. Due to the technical complexity and life safety requirements of the system, only factory-authorized dealers and manufacturer-trained personnel with requisite certifications are eligible to perform these services. The contract spans a five-year duration with no renewal option and includes a miscellaneous work allowance of 1,000,000 dollars. The award will be granted to the responsible and responsive bidder offering the lowest price among those who meet all technical and manpower qualifications. Bidders must submit a complete qualifications document, a bid bond of 5 percent for bids exceeding 100,000 dollars, and a signed Bid/Proposal Affidavit via the eMMA portal by November 16, 2026. Preference is given to Maryland-certified small businesses, with specific percentage advantages for veteran-owned and disabled-veteran-owned entities. The successful contractor must provide a Manufacturer Guarantee Letter and adhere to AT Standards for communications work, with all developed software and hardware becoming the sole property of the MAA. Payment is processed via Electronic Funds Transfer, and the contractor is required to maintain a performance bond for the total contract price.
