AI Contract Overview
The Massachusetts Army National Guard is seeking a small business contractor to provide comprehensive non-personal services in support of the Homeland Response Force Supported Collective Training Exercise at Joint Base Cape Cod, Massachusetts. The contract requires full provision of personnel, equipment, tools, materials, supervision, and quality control to enable realistic training scenarios including contractor role players, moulage and casualty simulation clothing, weighted manikins, simulants, lumber for shoring, concrete slabs for breaching, and a fully reset Structural Collapse Venue Site (Rubble Pile). Real-world medical support with two ambulances is also required. All support must be delivered between August 24 and August 28, 2026, with a preparatory phase beginning August 19, including a mandatory kick-off meeting within ten days of contract award. The contractor must adhere strictly to the Performance Work Statement, including specific standards for personnel attire and performance metrics evaluated through a Quality Assurance Surveillance Plan with Green, Yellow, and Red performance ratings. All work must be performed on-site without teleworking, and the contractor must maintain a stable, capable workforce to ensure uninterrupted execution. The solicitation is a total small business set-aside under NAICS code 541990, requiring all offerors to be certified as small businesses in SAM.gov with a valid Unique Entity ID and CAGE code. Proposals must be submitted via email to two designated points of contact and must include a fully completed SF 1449 form with pricing on page two and a technical proposal that confirms conformance with all PWS requirements, including acceptance of approval conditions. Evaluation will prioritize price and demonstrated past performance, with the lowest-priced technically acceptable and responsible offeror selected without further competition. The contract is firm-fixed-price, and failure to meet any requirement—including timely submission, proper documentation, or adherence to security protocols such as NCIC/Terrorist Database screening for uncredentialed personnel—will result in rejection. Contractors must also comply with safety mandates like hard hat and high-visibility vest requirements, submit daily status reports with invoices via WAWF, obtain prior written authorization for travel, use GSA per diem rates, and follow zero-tolerance policies on trafficking in persons and organizational conflict of interest. All contract administration, inspections, and communications must flow through the Contracting Officer’s Representative, who has authority to interpret technical requirements but not alter contract terms.
