Mackenzie King Estate - Moorside Building Rehabilitation

The National Capital Commission is seeking qualified contractors for the exterior rehabilitation of the Moorside Cottage Building within the Mackenzie King Estate in the National Capital Region, with the goal of preserving heritage-quality finishes and ensuring long-term asset integrity. The work encompasses the rehabilitation of the building envelope and deck, adhering strictly to the Standards and Guidelines for the Conservation of Historic Places in Canada, and requires specialized historic wood repair techniques including epoxy consolidation, Dutchman repairs, and careful replacement of muntin bars and sash components. Materials must meet exacting specifications, such as Select grade Douglas Fir and Maple with a moisture content of 12% or less, DFP sheathing-grade plywood, and galvanized or stainless steel fasteners, all delivered and stored in original factory packaging with intact manufacturer labels. A full-size mock-up must be constructed and approved by the NCC Representative before full-scale work proceeds, serving as the definitive standard for quality and workmanship. Proposals must satisfy mandatory requirements and achieve a minimum technical score of 70 out of 100 to proceed to financial evaluation, with technical merit weighted at 70% based on past project experience and performance history, and financial compliance at 30% based on total cost including fees, rates, disbursements, and taxes. Bidders must submit two separate emails—one containing mandatory and technical documentation and the other the financial proposal—with attachments not exceeding 30 MB, and must fully complete, sign, and date the Bidder Price Form using lump sum and unit price structures as defined. The contract requires performance and labor and material payment bonds, bid security in the form of a bond or deposit, and compliance with strict insurance, workers’ compensation, and security clearance protocols, including Reliability-level screening for personnel. Contractors must submit detailed CPM schedules within 15 days of award, participate in bi-weekly progress meetings, provide digital inspection reports and certified product certificates, maintain comprehensive financial and operational records subject to audit, and adhere to all federal and provincial regulations for hazardous material handling and transport. All work must be performed with strict non-discrimination in employment practices, and contractors are engaged as independent entities with no employment relationship to the NCC. The NCC reserves rights to inspect premises for security compliance, require incident reporting, and conduct post-performance reviews for health and safety adherence.
