New Castle Public Library HVAC Chiller/Boiler Replacement

Lawrence County is soliciting sealed online bids for the replacement of the HVAC chiller and boiler systems at the New Castle Public Library, along with digitization of the building control system and limited electrical upgrades, under the FY2024 Community Development Block Grant program. Bids must be submitted exclusively via PennBid at https://pennbid.bonfirehub.com by 3:00 PM on Tuesday, August 11, 2026, and will be publicly opened at the Lawrence County Commissioners meeting at 10:00 AM the same day. A mandatory pre-bid meeting is scheduled for Tuesday, July 21, 2026, at the Library, where bidders must submit pre-qualification documents including financial and bonding information, work experience statements, and job capacity details to be eligible. Each bid must include a bid bond equal to 10% of the total bid amount and a completed Non-Collusion Affidavit, along with multiple certifications including the SBA Form 1623 for debarment status, a Non-Discrimination Affidavit, and a Statement of Compliance with Davis-Bacon wage rates.
