The City of Fresno Department of Public Utilities is soliciting Statements of Qualifications from engineering consulting firms to serve as the Owner's Advisor for the 1,2,3-Trichloropropane Water Treatment Project. This initiative marks the first time the department will utilize the Progressive Design-Build delivery method. The selected advisor will provide technical and managerial expertise across two primary phases: a project initiation phase focused on preparing request for proposals and a project execution phase involving project management, technical advisory, and quality assurance through full operation. Key responsibilities include developing a comprehensive scoring methodology for the Design-Build Entity and establishing a detailed Quality Assurance and Quality Control plan to verify water quality targets and engineering standards. The contract is structured on a time-and-materials basis with a not-to-exceed ceiling. Evaluation of respondents will be based on firm and team experience, project approach, fee proposals, insurance capabilities, and conflict of interest disclosures. Strict adherence to page limits and submission formats is required to avoid being deemed non-responsive. The project requires a significant physical presence, with the core management team needing weekly visits to City facilities during the design stage and full on-site stationing during the construction stage. Submissions are due by November 3, 2026, and the successful firm must be prepared to commence services within three weeks of the contract award.
