RFQ No. 2627-11-001 - On-Call Water System Engineering Services

The Sunrise Water Authority is seeking Statements of Qualifications from professional engineering firms to establish a consultant pool for on-call water system engineering services. The scope of work encompasses planning and hydraulic modeling, the design and assessment of pipelines up to 36 inches, pump stations, water storage reservoirs, and aquifer storage and recovery wells. Additionally, the authority requires support for construction management, bid support, program management, and owner's representation. All deliverables must be constructible and compatible with CAD, Esri ArcGIS, and Microsoft Office software, adhering to standards set by the Sunrise Water Authority, ODOT, Clackamas County, and the City of Happy Valley. The selection process is based on qualifications rather than pricing, with a maximum score of 100 points awarded across project experience, key personnel, firm capacity, management approach, and past performance. To be eligible, firms must have at least five years of experience under the same business name or a principal with ten years of relevant experience, and the team must include an Oregon-registered Professional Engineer. Selected firms will enter into a Master Services Agreement with an initial three-year term and a possible two-year extension. Work will be assigned via individual Task Orders, typically with estimated fees of $250,000 or less.
