RFQ-Engineering Services for Wastewater Treatment Facility Capacity Expansion

The City of Orange Beach is soliciting qualifications for engineering services to expand its wastewater treatment facility capacity from 10 MGD to 15 MGD to accommodate population growth and tourism fluctuations. The project focuses on improving an existing Schreiber System facility and encompasses a comprehensive scope of work including preliminary engineering, hydraulic modeling, asset condition evaluation, and the development of a master plan. The selected firm will be responsible for securing all necessary permits, creating detailed construction plans for civil, structural, mechanical, electrical, and SCADA system upgrades, and providing assistance with grant and loan applications through programs such as the State Revolving Fund, USDA, or federal EDA. Proposals are submitted via the OpenGov eProcurement Portal by December 3, 2026. Evaluation is based on a 100-point scale, weighting background and experience on similar projects and the method of approach at 35 points each, with management qualifications and schedule commitment at 15 points each. The city will rank firms by score and negotiate with the highest-ranked firm first. Applicants must be registered in the System for Award Management (SAM) and provide a Unique Entity ID (UEI). The contract mandates strict compliance with federal and state regulations, including the Davis-Bacon Act, the Contract Work Hours and Safety Standards Act, the Build America, Buy America Act for domestic material preferences, and the Byrd Anti-Lobbying Amendment.
