Project Background The Etnies Skatepark of Lake Forest is owned and operated by the City and located at 20028 Lake Forest Drive. The skatepark opened in 2003 through a partnership between the City and Etnies. An expansion completed in 2011 added several signature features, including the cradle, flow course, mini bowl, street run, and backyard style pool. The existing facility encompasses over 62,000 square feet and attracts over 60,000 visitors annually. The facility was originally designed primarily for intermediate, advanced, and professional users. Participation has increasingly shifted toward beginner and intermediate users, and the facility does not currently operate as an all wheel park. In 2025, the City conducted three community meetings and an online survey to gather input on future improvements. Based on this input, the City prepared two preliminary concept designs that include additional beginner and intermediate features, retention of advanced riding opportunities, a new pump track, conversion to all wheel nonmotorized use, and associated site improvements. The preliminary concept designs were presented to the Community Services Commission and City Council in May 2026. The preliminary concept designs includes: All Wheel Pump Track (new addition — approximately 8,000 sq ft) Street Lane Improvements Street Plaza Improvements Mini Bowl Improvements Clover Bowl Improvements Cradle removal and replacement Flow Bowl Improvements Site Amenities Improvements and Public Art Design and Integration The selected Consultant shall refine the two preliminary concepts into a final concept and prepare a complete, bid ready PS&E package. Concurrently, renovations to the existing skatepark building that supports facility operations are being designed under a separate contract. The Consultant shall coordinate with the separate skatepark building improvement project and develop construction phasing that maintains operation of portions of the facility to the greatest extent practical. No additional public outreach is anticipated. Consistent with the terms of the prior contract, the consultant that prepared the preliminary concept designs is not eligible to participate in the subsequent design or construction phases of the Project.
