Malibu Canyon - Las Virgenes Road Pipeline and Pump Station Conceptual Engineering Feasibility and Fatal Flaw Analysis Study

The Las Virgenes Municipal Water District is soliciting proposals under solicitation 2026-RFP-051 for a Conceptual Engineering Feasibility and Fatal Flaw Analysis Study. The project involves evaluating the technical feasibility, constructability, and permissibility of a treated water transmission pipeline and pump station connecting the Pacific Coast Highway area to Agoura Road via Malibu Canyon and Las Virgenes Road. This infrastructure is intended to potentially support the conveyance of desalinated ocean water or provide an interconnection with Los Angeles County Waterworks District 29. The study must objectively identify fatal flaws that could impair the project, specifically addressing challenges such as shallow hard bedrock, narrow roadways, and high traffic volumes. Key deliverables include draft and final feasibility reports, capital and operational cost estimates, a project schedule, and a risk register, with analysis covering pipeline diameters from 16 to 54 inches. Proposals are due by December 4, 2026, and will be evaluated based on a weighted system: proposal cost (30%), design expertise (15%), personnel experience and qualifications (15%), and project schedule and management (15%). The selected consultant must provide a Project Manager registered as a Professional Engineer in the State of California and maintain 1 million dollars in professional liability insurance. Contractual requirements include compliance with California prevailing wage laws and equal opportunity employment standards. Payment will be made within 45 days of receiving monthly itemized statements. The District will utilize TIFF and PDF files for the study as AutoCAD drawings for the area are unavailable.
