NOTICE OF PROPOSED PROCUREMENT 1. This Notice of Proposed Procurement (NPP) is issued pursuant to Supply Arrangement (SA) # E6HAL-140008, and covers a requirement for the following Mailing Machine Category(ies) of the SA:Category: # 6 2. Service Canada – Strategic Services Branch-Atlantic Region has a requirement f accessory to improve the gluing function of the mailing machine. This accessory could and must increase the surface area that glue covers, ensuring proper and secure sealing of envelopes of all shapes and styles.The vendor will be required to deliver, install and setup the equipment.3. This requirement is subject to the Agreement on Internal Trade (AIT), the North American Free Trade Agreement (NAFTA), the World Trade Organization-Agreement on Government Procurement (WTO-AGP), the Canada-Columbia Free Trade Agreement, the Canada-Chili Free Trade Agreement, and the Canada-Peru Free Trade Agreement.  4. The bid solicitation is also open to suppliers who are not Supply Arrangement (SA) holders. In order for new suppliers to bid on this solicitation, the new supplier must first qualify for a SA. The process to qualify for a SA is detailed in RFSA # E6HAL-140008/A and can be found on the Government Electronic Tendering Service (GETS - https://buyandsell.gc.ca/policy-and-guidelines/standard-acquisition-clauses-and-conditions-manual). Canada is not required to delay the award of a resulting contract pending the evaluation of an arrangement and issuance of a SA by the PWGSC Supply Arrangement Authority.5. There is a security requirement associated with the requirement. 1. The contractor/offeror must, at all times during the performance of the contract/standing offer, hold a valid designated organization screening (DOS), issued by the Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC)2. The contractor/offeror personnel requiring access to sensitive work site(s) must each hold a valid reliability status, granted or approved by the CSP, PWGSC3. Subcontracts which contain security requirements are not to be awarded without the prior written permission of the CSP, PWGSC4. The contractor/offeror must comply with the provisions of the:a. Security Requirements Check List and security guide – Annex C of the Requestb. Contract Security Manual (latest edition)
