Main Switchboard Panel Install

The U.S. Army Corps of Engineers is soliciting a firm-fixed price contract under Simplified Acquisition Procedures for the installation of a single 2000 Amp main switchboard in Building 2593, located at the Humphreys Engineer Center in Alexandria, Virginia. This procurement is a Total Small Business Set-Aside under NAICS code 238210, and only registered small businesses in the System for Award Management are eligible to respond. Proposals must be submitted electronically by 6:00 PM EST on July 15, 2026, to Richard Klein at Richard.C.Klein@usace.army.mil, and must be signed on company letterhead by an authorized official, including the total price, hourly rates for each labor category, subtotal labor costs, tax ID, CAGE code, and UIN. All offerors must be U.S. Citizens or Nationals with a valid government ID and driver’s license to access the site. A mandatory site visit is scheduled for July 8, 2026, at 9:00 AM EST at the Kingman Building 2593 Security Desk, and attendance is strongly recommended to understand site-specific conditions for the switchboard replacement, which includes removal of existing equipment, custom connection hardware installation, phase transitions using temporary power, and full restoration of disturbed areas to maintain fire ratings and finishes. The work must comply with NEC, NFPA 70E, UFC 3-501-01, and NETA ATS standards, and requires UL-listed components, spare breaker capacity, arc-flash warning labels per NFPA 70E, and full documentation including shop drawings, one-line diagrams, as-built drawings, O&M manuals, and final test reports. The contractor must adhere to EM 385-1-1 safety standards, maintain an OSHA-certified competent person onsite at all times, and comply with Wage Determination VA20260178 for prevailing wages. Insurance must meet FAR 52.228-5 requirements, and performance and payment bonds are required under FAR 52.228-15 (Deviation 2020-O0016). The performance period is 180 days from the Notice to Proceed, and all work must be completed within that timeframe.
