Main Terminal Improvement Program Emergency Power

The Port of Seattle's Aviation Project Management Group is soliciting proposals for the Main Terminal Improvement Program (MTIP) Emergency Power project. The primary objective is to develop a 30-percent design bridging document to facilitate the future procurement of a design-build team. The scope involves providing emergency power loads compliant with National Electrical Code Articles 700, 701, and 702 for the Main Terminal, Parking Garages, and the C Concourse Expansion and South Concourse Evolution projects. The project focuses on medium voltage generation and distribution for 24/7/365 facilities and requires managing complex phasing within an active airport environment. To ensure a fair transition to the construction phase, the firm selected for this design work will be excluded from competing for the subsequent design-build portion of the project. The contract has an initial performance period of two years with a total value not to exceed 3,348,000 dollars. Work is authorized via Service Directives on either a firm fixed price or time and expense basis. Proposals are due by August 6, 2026, and will be evaluated based on specialized experience, technical competence, and interview performance. The Port has established an aspirational goal of 15 percent WMBE participation and requires a detailed Diversity in Contracting Inclusion Plan. Selected consultants must adhere to strict reporting requirements for subconsultant payments and maintain compliance with Washington State public disclosure laws and federal non-discrimination regulations.
