The Texas Department of Transportation (TxDOT) is soliciting proposals for the procurement of one heavy-duty asphalt windrow elevator designed for high-production road paving. The Lake Charles Harbor and Terminal District is soliciting proposals for the procurement of one new portal mounted traveling import hopper to be installed at Bulk Terminal No. 1 in Sulphur, Louisiana. Proposals are due by 4:00 PM CDT on November 6, 2026, and must be submitted both electronically in PDF and Excel formats and as two bound hard copies. Financial and legal protections include a 5 percent bid deposit, a 100 percent performance bond, and a warranty bond required for the final 15 percent payment. Payment is contingent upon the submission of applications for payment, partial lien waivers, and a final certificate confirming the equipment is free of all encumbrances. The project involves a phased acceptance process, including pre-shipment certification and final verification of commercial operations by an engineer, with the owner reserving the right to use a third-party inspection agency.

This will consist of a Base Year and two (2) option years. III. DESCRIPTION OF SUPPLIES/SERVICES: To purchase annual routine maintenance for the external Aircraft Fuel Tank Conveyer System. IV. AUTHORITY: The statutory authority permitting other than full and open competition for this acquisition is 10 U.S.C. 2304(c) (1) and the Federal Acquisition Regulation Part 6.302-1. V. APPLICABILITY OF AUTHORITY: Request to award this requirement to only one source, International Automated Systems, Inc. The Aircraft Fuel Tank Conveyer System is a proprietary system. Necessary components and technical data are not available through any other source. This equipment takes up 1/3 the space and can store 285 more external fuel tanks than conventional horizontal tank stands and provides an organized method to centralize assets for annual inspection of each tank. The system has three lines capable of storing 100 tanks per line. The entire system runs from commercial power. During power failures, a backup generator is available. In the event commercial or generator malfunction, each line can be operated manually without electrical power. If a mechanical failure occurs on line, the other lines can be used if one line is down. TECHNICAL REQUIREMENTS/PERSONNEL CERTIFICATION: The using activity has certified that the technical requirements and certifications are complete and accurate. XIII. CONTRACTING OFFICER'S CERTIFICATION: The Contracting Officer's signature on the Justification Review Document represents certification that the justification is accurate and complete to the best of his/her knowledge.
