The National Institutes of Health intends to award a Firm-Fixed-Price Purchase Order to Hamamatsu Corporation for maintenance, repair, and related services for the NanoZoomer S60 system under solicitation number 75N98026Q00665. Hamamatsu is identified as the only responsible source capable of providing services that meet the required standards, and no other vendor has been found to fulfill these specific technical needs. As such, unauthorized third parties are prohibited from performing any maintenance or repair work on the NanoZoomer S60. This action is justified under FAR Part 6.302-1, which permits sole-source procurement when only one supplier can meet the government’s requirements. Despite the sole-source determination, the government invites small businesses—including 8(a), SDVOSB, HUBZone, SDB, VOSB, and WOSB entities—to submit capability statements demonstrating their ability to perform the required services. These submissions must include thorough documentation and technical evidence, and the government retains full discretion to reopen competition based on any viable responses received. Responses must be emailed to vensonm@mail.nih.gov no later than 9:00 a.m. EDT on June 26, 2026, with an anticipated award issued approximately five days after the notice date unless a qualified alternative source is identified. The maintenance agreement falls under NAICS code 811210 and is being procured by the Department of Health and Human Services through the National Institutes of Health office located in Bethesda, Maryland. While no set-aside is currently designated, the opportunity remains open for small business concerns to prove their capacity to meet the technical demands of the contract. The point of contact for all submissions is Mai Venson, and further details about the opportunity can be accessed through the provided SAM.gov link.

Hamamatsu Corporation shall be the sole contractor authorized to provide maintenance, repair, and other services for the NanoZoomer S60. No unauthorized third party shall perform any such services on the NanoZoomer S60.

The Government will evaluate all responses received. A determination by the Government to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government.

It is anticipated that an award will be issued approximately five (5) days after the date of this notice unless the Government determines that another vendor has the capability to meet this requirement.
