AI Contract Overview
The contractor is required to perform three scheduled preventative maintenance visits during the contract period using technically qualified, factory-trained personnel to service all equipment at the National Institutes of Health facility in Bethesda, Maryland. Each maintenance visit must include thorough cleaning, calibration, adjustment, inspection, and testing of all equipment in strict accordance with the manufacturer’s latest service procedures, followed by operational testing through at least one complete cycle to ensure optimal and efficient performance. Emergency on-site repair services are provided at no additional cost to the government during normal business hours, Monday through Friday, excluding federal holidays. Upon notification of an equipment malfunction, the contractor must initiate a one-hour initial response and arrive on-site with a qualified representative within four hours to inspect, repair, and restore all equipment to proper operating condition. These emergency services are supplemental and do not relieve the contractor of the obligation to complete the three scheduled preventative maintenance visits. All labor, travel, and associated costs for both preventative and emergency services are included in the contract scope. The acquisition is conducted under FAR Part 13 – Simplified Acquisition Procedures with an estimated value not to exceed $350,000, and is classified under NAICS code 334516 for Measuring and Controlling Device Manufacturing. The solicitation is non-competitive and likely intended for sole-source award, consistent with simplified acquisition thresholds and procurement flexibility under FAR 13.106-1(b)(1). Offerors must be registered with a Unique Entity ID and certify their business size status under the $34 million size standard; socioeconomic certifications are optional but not required. The contract does not include formal FAR clauses, packaging or marking standards, invoicing procedures, or designated contracting officer or technical representative assignments. Proposal submissions must be sent electronically via email to the listed point of contact by the deadline of August 12, 2026, and must include a technical proposal, cost-price proposal, period of performance, UEI, and TIN. There are no attachment lists, line item details, pricing data, or evaluation factors published in the presolicitation, and the place of performance is fixed at the NIH facility in Bethesda, Maryland, with all work performed on-site.
