Full Description

The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH) intends to award a sole source firm-fixed-price contract for equipment calibration and annual preventative maintenance to Daikin Applied Americas, Inc. located at 13600 Industrial Park Blvd., Minneapolis, MN 55441. This contract will be for base year of 12 months and four (4) option years of 12 months each. The statutory authority for this sole source acquisition is 10 U.S.C. 2304 (c) (1), in accordance with FAR Part 6.302-1 "only one responsible source and no other supplies or services will satisfy the agency requirement." The Daikin Applied chilled water equipment currently located at 1095 Willowdale Road, Morgantown, WV 26505 provides chilled water for facility space conditioning and is a critical facility system due to the presence of onsite animals. The contractor must have the training, tools, software, factory support, and knowledge to repair, operate, and make adjustments to the Daikin water chiller equipment and operating system. The system is a complex system consisting of oil and lubrication free active magnetic bearings. The Daikin chiller control system requires annual calibration and software updates using specialized factory service tools as well as equipment factory support to provide correct system operation and active magnetic bearing calibration. Daikin Applied is the only factory authorized service for this area. Daikin has the proprietary tools, equipment, software, software support, and factory training required to repair, adjust, and calibrate the active magnetic bearing system used in the equipment. The Statement of Work and Justification for Sole Source Procurement are included as attachments to this FedBizOpps notice. No solicitation will be posted to the FedBizOpps website. CDC/NIOSH will only issue a solicitation to Daikin Applied Americas. Daikin Applied Americas is the only source available to provide this service that meets mission critical requirements. This notice of intent is not a request for proposal. A determination to compete this procurement based on responses to this notice is solely within the discretion of the Contracting Officer. Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet this requirement.
