UNHCR is soliciting bids for a framework agreement to provide preventive and corrective maintenance for fire extinguishers across all its offices in Chad. The contract covers a firm period of 24 months with an optional 12-month extension. The scope of work includes annual regulatory verifications, recharging, and repairs for a wide variety of extinguisher types, including CO2, ABC, and water-additive units. All maintenance must be performed on-site, and the provider is required to use a workshop equipped with pressure control and recharging systems. Key deliverables include the application of visible tracking labels on each unit and the submission of electronic reports within five business days of intervention. The contract will be awarded to a single provider based on the lowest evaluated total cost among technically compliant offers. Technical compliance is determined by a Pass/Fail evaluation requiring valid accreditation, at least two relevant references, qualified personnel, and a detailed methodology for the eleven locations. The provider must commit to a maximum 72-hour response time for urgent corrective interventions. Payments will be processed in FCFA via bank transfer within 30 days of receipt of a payment request, following UNHCR's confirmation of the completed works.
