Project work will be divided into a Base and one Option. The Base work consists of maintenance dredging of approximately 500,000 cubic yards of material from the Intracoastal Waterway (IWW) in the vicinity of Ponce de Leon Inlet from Cut V-22 to Cut V-35 to a depth of 12 feet plus 2 feet of allowable overdepth and the Ponce de Leon Inlet navigation channel from Cut-1A to Cut-5N to a depth of 12 feet plus 2 feet of allowable overdepth. Excavated material will be placed in a designated nearshore placement area which lies approximately 1.6 miles (8,448 feet) south of the inlet in 8 to 18 feet of water. The excavated material will be piped via an existing pipeline located at Sapphire Road and Maryanne Clancy Park which emerges onto the beach and then placed in the nearshore OR the material can be transported via a floating pipe around the south jetty and down to the nearshore disposal area. The Option work consist of dredging of approximately 10,000 cubic yards of material from the boat basin at the U.S. Coast Guard Station located south of Ponce de Leon Inlet. This material is not nearshore compatible and will be required to be placed upland at the existing MSA 434a (Rose Bay). MSA 434a is located approximately 3.5 miles north of the Ponce Inlet. It is anticipated that this option will be exercised prior to demobilization of the Contractor. Additional work includes turbidity and endangered species monitoring. The estimated performance period is 195 days from issuance of Notice To Proceed. The magnitude of construction is between $5,000,000.00 and $10,000,000.00. THIS ACQUISITION IS RESTRICTED TO SMALL BUSINESS CONCERNS AND WILL BE ISSUED AS AN INVITATION FOR BID (IFB). NOTE: TO BE CONSIDERED A SMALL BUSINESS, A FIRM MUST PERFORM AT LEAST 40 PERCENT OF THE VOLUME DREDGED WITH ITS OWN EQUIPMENT OR EQUIPMENT OWNED. This solicitation will be issued on or about 22 December 2017 with bids due on or about 23 January 2018. Notice of Intent to solicit a single source – Fish and Macroinvertebrate (Nekton) Monitoring (St. Johns River)
Solicitation # W912EP-27-Q-1CTH
The U.S. Army Corps of Engineers, Jacksonville District, intends to award a sole-source contract to the Fish and Wildlife Research Institute of the Florida Fish and Wildlife Conservation Commission. The project focuses on nekton monitoring within selected zones and tributaries of the Lower St. Johns River in Northeast Florida. This effort is categorized under NAICS code 541620 for Environmental Consulting Services and is designed to assess the ecological impacts of a 2022 channel deepening project that increased the river depth to 47 feet to accommodate larger vessels for the Jacksonville Port Authority. The primary objective is to evaluate how changes in salinity and water quality resulting from the deepening affect the spawning, recruitment, and population dynamics of commercially and recreationally important species, such as blue crab, white shrimp, and red drum. Monitoring will specifically target critical habitats between river kilometers 14 and 48, as well as areas upstream of Julington Creek, to determine if shifting salinity gradients are impacting nursery habitats or resident freshwater species. This long-term sampling will provide the necessary data to gauge the overall environmental effects of the channel modifications on the estuary's nekton assemblages.
