The Center for Disease Control and Prevention (CDC), National Center for HIV, Viral Hepatitis, STD, and TB Prevention (NCHHSTP) intends to award a sole source purchase order to the Mobomo, LLC, 26400 Woodfield Road, Unit 98, Damascus, MD, 20872-9998 for the maintenance of the the applications and backend panel.


The authority for this sole source acquisition is in accordance with FAR Part 12.102(a).


 Mobomo LLC was awarded a contract to provide expert IT services, specifically in mobile application development (Android and iOS) and web development (with Cloud experience), to complete testing and development of the apps and web-based administrative backend panel. The requirements were in development but not yet launched, to ensure required functionality within the scope of defined technical specifications and to maintain the applications and backend panel. The projected award is to continue the follow on maintenance of the applications and the adminstrative backend to provide continuity and prevent disruption in the applications availability for a limited time until the extensive changes to the guidelines are updated.


As a result of this synopsis, no competitive solicitation will be posted on sam.gov.  We will issue only one solicitation to the identified entity. However, responsible sources that believe they can meet these requirements are encouraged to identify themselves and give written notice by providing a capability statement to the Contracting Officer by the closing date of this posting. The Contracting Officer will not respond to verbal request. All requests must be in writing.


A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer.  Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
