Full Description

The United States Army Corps of Engineers (USACE) Engineering Research and Development Center - Construction Engineering Research Laboratory (ERDC-CERL) has a requirement for Maintenance of the Army Facilities Component System (AFCS) Database, Joint Construction Management System (JCMS) Software, and Development of Theater Oriented Guide Specifications (TOGS). The AFCS Program Management Office (PMO) and JCMS user community have identified a significant amount of errors in the designs and logistical data in the AFCS database. These errors have developed over time due to database manipulation, lack of maintenance/updates to material pricing/packing data, introduction of incomplete designs, and the designs not being frequently updated in accordance with Department of Defense (DoD) doctrinal changes. Examples of errors within database are: missing drawing sheets, designs using obsolete DoD equipment or units, errors in the material counts, labor & equipment effort errors, or errors in material pricing data. There is also an absence of succinct guidance for discrete construction activities needed by DoD military construction units to construct JCMS facilities quickly. Currently, AFCS designs are accompanied with Unified Facility Guide Specifications (UFGS) which are too voluminous and complex for the speed of construction required in a contingency environment. TOGS will consolidate and abbreviate the UFGS information to provide soldiers with the most pertinent information. AFCS has fielded the JCMS to allow military planners and construction engineers across multiple branches of service and government agencies to access AFCS design data in support of their contingency planning and construction missions. The AFCS database contains over 1,000 designs (facilities) with associated logistical data for many different types of contingency facilities (e.g. buildings, roads, and airfields) required for war time and humanitarian operations. The aforementioned military planners and construction engineers have read-only access to the designs, cost, and logistical information within the AFCS database through the JCMS software application. The Design Management System (DMS) software allows the AFCS PMO and its Design Agents to edit the AFCS database within "Data Packages" which are then reviewed prior to release to the user community. ERDC-CERL intends to award a contract on a sole source basis to RedHorse Corporation in accordance with FAR Part 6.302-1. The overall objective of this contract is to provide services that efficiently identify and correct data errors within the AFCS database and DMS packages, as well as provide general DMS system operation. The contractor shall also develop approximately one hundred TOGS to provide succinct and abbreviated construction guidance to JCMS users in contingency environments. The contract will be funded for twelve months upon award for maintenance and development of five initial TOGS to serve as templates. The contract will include options for two more years of maintenance and development of the additional TOGS once the government approves the templates. Market research indicates that RedHorse Corporation is the only source for this requirement. RedHorse currently holds a Single Award Task Order Indefinite Delivery Indefinite Quantity (SATOC IDIQ) contract for research and development (R&D) services in support of military infrastructure and environmental engineering, chemical and biological science support activities, and socio-cultural considerations for military operations. Several of the task orders that were performed under that IDIQ involved research towards establishing the initial requirements and set up of the AFCS/JCMS database. Due to the unique knowledge and experience gained under those R&D efforts regarding JCMS facilities and DMS modeling, they possess the unique intellectual capital to provide the highly specialized services required to meet the Government's scope of work. In addition, as the last of those IDIQ task orders are wrapping up in the current fiscal year, no other company is likely to have a currently assembled team that is fully capable of beginning work on the requirements of this new contract in the current fiscal year and adhering with the strict schedule of TOGS to be developed over the next 3 years. The associated North American Industry Classification System (NAICS) code is 541330 which has a size standard of $15M. This is not a small business set aside. This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interests and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will be in any way alter the Government's acquisition strategy. Please provide responses to this notice no later than the Response time listed above in this notice, to: contact@example.gov Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offers list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
