The U.S. Army Contracting Command New Jersey, acting for the Naval Air Systems Command and Fleet Readiness Center Command, awarded a non-competitive contract to JDA Software for maintenance and support services. This agreement ensures the continued operation of the JDA Maintenance, Repair and Overhaul software suite used by Fleet Readiness Centers in Cherry Point, Jacksonville, and North Island. The software has been in use since 1997 and is currently in its sustainment phase. Because JDA Software is the sole designer and provider of the suite and the government does not own the source code, the contract was issued as a sole source award under specific federal acquisition regulations. This arrangement prevents operational disruptions by utilizing the only responsible source capable of performing the required maintenance. The contract is identified by solicitation number W15QKN-15-R-0184 under NAICS code 511210.

The U.S. Army Contracting Command (ACC)-New Jersey located at Fort Dix, NJ 08640, on behalf of the Naval Air Systems Command (NAVAIR) Corporate Business Office (CBO) on behalf of the Fleet Readiness Center Command (COMFRC) and the NAVAIR Depot Maintenance System (NDMS) program office awarded on a non-competitive basis a new contract with JDA Software, to fulfill a requirement for maintenance and support services to support the JDA Software Maintenance, Repair and Overhaul (MRO) software suite currently in use by the three (3) Fleet Readiness Centers (FRCs) at Cherry Point, NC (FRC East), Jacksonville, FL (FRC Southeast) and North Island, CA (FRC Southwest). The FRCs implemented the JDA MRO software suite in 1997 and the implementation is currently in the sustainment phase. JDA is the sole designer, developer, manufacturer, and provider of software maintenance for the JDA MRO software suite currently in use at all three FRCs. This sole source contract would allow the FRCs using the JDA MRO software suite to continue to maintain and sustain their existing JDA MRO implementation without disruption. Under the authority of 10 U.S.C. 2304(c)(1), FAR 6.302-1(a)(2), the Government intended to issue a sole source contract to JDA Software because this firm is considered the only responsible source capable to perform this effort. The Government does not own source code to permit full and open competition.
