Maintenance Support Services

The Naval Undersea Warfare Center, Division Newport, RI (NUWCDIVNPT) intends to award a Firm Fixed Price, Sole Source SAP contract to General Dynamics Information Technology (GDIT). The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) Code 34 has been designated by SPAWAR PMW 770 as the In-Service Engineering Agent (ISEA) and the Regional Maintenance Activity (RMC) Depot facility for Multifunctional Antenna Systems which is a mission critical system aboard Navy submarines. The operation of the RMA Depot requires considerable contractor labor and expertise. GDIT is the only Contractor that has the experience and specific factory trained knowledge and expertise to execute the repair and training efforts for the RMA Depot at their current level of operations. Another vendor would not have the experience to immediately step in and perform repair and/or training without a steep learning curve of about 5-6 months causing unacceptable delays and severely impacting the Fleets readiness. These services are essential. The NAICS is 541330; size standard is $35.5 million. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
