ACC/A2 IC Commercial Solutions Opening
Solicitation # FA7037-26-S-C001
The ACC/A2 and Air Force Intelligence Community (AF IC) have issued solicitation FA7037-26-S-C001 as a Commercial Solutions Opening (CSO) to acquire innovative commercial items, technologies, and services. This umbrella solicitation aims to accelerate digital transformation toward a data-centric, software-defined, and AI-enabled enterprise to achieve decision dominance. Key areas of interest include AI-driven predictive analysis, Joint All-Domain Command and Control (JADC2) integration, advanced sensing, and resilient cyber operations. All proposed solutions must align with the IC mission and adhere to a digital bedrock consisting of Zero Trust Architecture, Agile Risk Management Framework, DevSecOps, and Open Systems Architecture. The acquisition process utilizes a two-step competitive framework where the government first reviews a white paper and quad chart to identify offerors with the greatest technical merit and mission importance. Invited offerors then submit full technical and price proposals. While the umbrella solicitation provides the general framework, specific requirements are issued through individual Calls, such as those previously released for cybersecurity program transformation, infrastructure modernization, communications room modernization, and force resiliency analysis. Awards may take the form of traditional contracts or Other Transaction Agreements (OTAs), depending on the specific call and government discretion.
