The County of Hawai'i ("County"), is seeking to hire a qualified and capable Provider Agency with at least five (5) years' experience to manage and operate Kukuiola Village Emergency Homeless Shelter and One-Stop Resource and Assessment Center, for the purpose of providing emergency homeless shelter, safe parking, supportive services and a one-stop resource and assessment center serving individuals experiencing homelessness. The Project is located on the property designated as TMK No.: (3) 7-4-020:004, Kailua-Kona, Island of Hawai'i, known as Kukuiola Village 9 Phase I. The Project is overseen by the County of Hawai'i, Office of Housing & Community Development ("OHCD"), which desires to obtain competitive proposals for management and operation of the emergency homeless shelter, certified kitchen, resource center, overnight safe parking, and all common areas, and providing support services to its participants. The County will allow the Contractor to implement and operate additional homeless program services not identified in this Request for Proposals, at no additional cost to the County. The Contractor may elect to incorporate supplemental homeless services into the Project, with prior approval from the County. The Project site is a newly constructed County facility. The County will allow a limited amount of time upon contract execution for the Contractor to establish program services at the site, purchase materials, hire staff, and complete program set-up activities prior to implementation. The County expects the Contractor to begin providing homeless program services to Participants no more than two (2) months from the Notice to Proceed date. The Contractor may subcontract with other entities. The Contractor must be the primary vendor that will serve as the legal contracting entity with which the County will enter into a contract if its proposal is selected. If the proposal includes products or services from any other participating vendors, it is understood that those vendors will serve as subcontractors to the Contractor. For the purpose of evaluating proposals and developing the intended agreement between the County and the Contractor, all contributions to the project from both the Contractor and its subcontractor(s), including skills, attributes, and products, will be considered as the total proposal put forth by the Proposer. All such proposals shall be subject to this Request for Proposal ("RFP"), Specifications, Special Provisions, and Exhibits all of which are attached hereto and by reference made a part hereof.
