Pierce County owns parking facilities in Downtown Tacoma and at the Pierce County Annex (2401 to 2501 South 35 th Street). All fall under the custodial oversight of the County's Facilities Management Department. Facilities Management's mission is to provide quality spaces that are safe and ready to support Pierce County business each day . As further described in detail in this Request for Proposals (RFP), day-to-day management of one garage and five surface lots – all in the vicinity of the County-City Building (930 Tacoma Avenue) has historically been outsourced by Contract to a private service provider, while the County provided direct management of additional lots and basement-level parking in the vicinity of the County-City Building and lots serving the Pierce County Annex. At all lots, County staff (and in some cases, other vendors) have been heavily involved in parking lot maintenance, security, and customer service contacts with County staff. Over the past four years, the County acquired two office buildings with four surface lots and one basement-grade parking structure. Meanwhile, nearby development and changes in building use are impacting use of the Annex parking lots. Through this RFP, Pierce County is seeking proposals from qualified vendors to provide management and oversight and, as necessary, staffing and technology solutions, common to the parking facilities in the County's portfolio.
