AI Contract Overview

The City of Show Low is soliciting Statements of Qualifications to establish up to three contractors under a Job Order Contract (JOC) for manhole replacement and wastewater facility repairs across various city locations. The contract will cover labor, materials, and installation following the Maricopa Association of Governments (MAG) Uniform Specifications and the city’s supplemental standards. Individual job orders, each not to exceed $250,000, will be issued on an as-needed basis, with an estimated first-year budget of $250,000. The contract term is three years with two one-year renewal options, and contractors will provide services without guaranteed work volume or exclusivity. The selection process emphasizes qualifications and experience, responsiveness, construction methods and safety, and resource availability, judged by a seven-member committee on a point-weighted scale, with award decisions balancing technical merit and cost on a trade-off basis. The awardees must meet various administrative and contractual provisions such as securing bonding and insurance per job order, maintaining proper documentation and records for audit, and providing a two-year warranty on work with repair obligations. Work performance includes timely completion within 75 calendar days per job order and adherence to safety and quality standards, including compliance with OSHA and applicable state and federal laws. The scope includes all facets of manhole replacement such as removal, disposal, bypass pumping, confined space entry, traffic control, and pavement restoration, with acceptance occurring at the site based on as-built documentation and inspection by the city engineer. Submissions are strictly hard-copy, with a mandatory pre-submittal conference and a final due date of February 2, 2024. The contract does not follow federal FAR protocols or include detailed federal clause structures but maintains rigorous municipal contract terms focusing on local construction standards, competitive qualification-based award, and stringent post-performance obligations.
