The tool must be a web-based platform accessible via site license, providing customizable data visualization, reporting, and analytics capabilities that allow NIST MEP and its nationwide network of centers to monitor, analyze, and anticipate shifts in the manufacturing sector without requiring vendor intervention for user-driven adjustments. The solution must deliver data updates more than once annually with at least ten years of historical coverage, support five user licenses, and enable customization across NAICS (3–6 digit) and SOC (2–5 digit) levels, as well as geographic groupings. The contract is structured as a firm-fixed-price acquisition with a one-year base period from October 1, 2026, to September 30, 2027, and an optional one-year extension from October 1, 2027, to September 30, 2028, with an estimated total value between $45,000 and $95,000. The deliverables include electronic reports, industry alerts, quarterly usage reports, training for users, and technical support, all to be delivered to NIST’s headquarters in Gaithersburg, Maryland. The evaluation process prioritizes technical capability significantly over price, with emphasis on the contractor’s understanding of the scope, compliance with minimum specifications, coverage breadth across industry, occupation, and geography, and the frequency and clarity of data updates and user notifications. A sample report demonstrating detailed outputs for specified NAICS and SOC codes is required and evaluated next in importance, before price reasonableness. The award will be made based on best value, not lowest price technically acceptable, allowing for trade-offs between technical superiority and cost. The contractor must comply with multiple federal regulations including privacy and security safeguards, sustainable procurement standards, drug-free workplace requirements, and prohibitions against human trafficking and discrimination. Special requirements include adherence to IT security standards, personal identity verification for personnel accessing federal systems, whistleblower protections, and employment eligibility verification through E-Verify. Performance is governed by F.O.B. destination terms, and acceptance occurs at the NIST facility in Gaithersburg.
