Marathon Robotic Human Type Target

This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT Synopsis: MARATHON MODEL T-40 ROBOTIC HUMAN TYPE TARGET (RHTT) FOR THE MANEUVER CENTER OF EXCELLENCE (MCoE), FORT BENNING, GEORGIA 1. The Mission and Installation Contracting Command (MICC) Fort Benning, Georgia is issuing a notice of intent to sole source set forth in Federal Acquisition Regulation (FAR) part 6.302-3(1)(2)(iii). Full and open competition need not be provided for when it is necessary to award the contract to a particular source in order to acquire specialized training equipment. This is not a request for proposals or quotes. 2. The purpose of this notification is the Government's intent to sole source the purchase of the Robotic Human Type Targets (RHTT), which is manufactured by Marathon Targets Pty Ltd. The preferred strategy is to procure this requirement as sole source from the manufacturer which is also the distributor. The Government will not reimburse participants for any information they provide. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. 3. DESCRIPTION OF REQUIREMENT: The Maneuver Center of Excellence (MCoE) here at Fort Benning, Georgia is in need of the Robotic Human Type Targets (RHTT) to train Soldiers in theater type training scenarios. The Robotic Human Type Targets (RHTT) provided by Marathon Targets Pty Ltd is exclusive. The cost and time to acquire another system and have all the approvals will not be recovered through competition. 4. The determination to sole source was made because Marathon Targets Pty Ltd has proprietary rights over the currently used targets and any target system other than the target system identified above will not allow MCoE to conclude the conduct of a pilot study on the viability of this new technology. Due to the proprietary nature of the existing target it is unrealistic to assume that another contractor will be able to provide suitable target systems. 5. The NAICS code is 333999 -- All Other Miscellaneous General Purpose Machinery Manufacturing 6. The authority for this non-competitive award is 10 USC 2304(c)(1) as implemented by FAR 6.302-1(a), only one responsible Source. The Government intends to procure this sole source requirement under FAR Part 15, Contracting by Negotiation. 7. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmative written responses are received by 2:00 P.M. Eastern Standard Time (EST) on 21 March 2016, award will be made without further notice. After this deadline, concerns will not be considered regarding this announcement. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government. 8.
