Maria Ignacio Bike Path Storm Repair

The County of Santa Barbara Department of Public Works Transportation Division is soliciting bids for the repair of the Maria Ignacio Bike Path, a storm-related reconstruction project located in the Eastern Goleta Valley, California, with a place of performance at 93111. The project involves the complete removal of existing reinforced concrete structures—including the bike path, channel lining, and retaining wall—within a 50-foot segment, and their replacement with new reinforced concrete components designed to a compressive strength of 4,000 psi and rebar with a yield strength of 80,000 psi. The new construction includes a channel apron, retaining wall, and associated drainage elements requiring the gutter top to be positioned six inches below the wall’s top at the north end, sloping southward at a minimum of 1%. All existing longitudinal reinforcement must be preserved and integrated into the new structure, with provisions for replacement if damaged. Wood railings made of preservative-treated S4S select structural grade lumber are to be installed with stainless steel Simpson Strong-Tie CB44 post anchors and carriage bolts. Temporary access road construction and restoration are required, including excavation, compaction, removal of debris, regrading, reseeding or hydroseeding, installation of Rolled Erosion Control Netting and compost, and reconstruction of damaged asphalt pavement, curb and gutter. All work must comply with the Caltrans Standard Specifications and Standard Plans dated April 20, 2026, as well as the County’s Engineering Design Standards from September 2011 and Quality Assurance Program from August 2019. The contractor must verify all field dimensions prior to fabrication and adhere to local material criteria, including pH above 5.0 and strict limits on soluble and total lead concentrations. The project must be completed within 20 working days under standard working hours of 7:00 a.m. to 3:30 p.m., excluding Saturdays and holidays. The contract is subject to Federal and state regulatory requirements, including compliance with the Davis-Bacon Act and Copeland Act through 29 CFR Part 5.5, the Contract Work Hours and Safety Standards Act for contracts exceeding $100,000, the Americans with Disabilities Act, Title VI and nondiscrimination provisions under U.S. DOT Order 1050.2A, and the Disadvantaged Business Enterprise program under 49 CFR Part 26.
