The Department of Homeland Security, through the Coast Guard's Hq Contract Operations, awarded contract HSCG40-16-F-11008 to L-3 National Security Solutions, Inc. on July 12, 2016. This firm-fixed-price order was placed via GSA Contract Number GS-07F-5377P for the procurement of fifty-two Marine Automatic Identification System transponders, specifically part number AISA300090 and NSN 6610-01-536-2446. These collision avoidance and vessel tracking systems are critical for all Coast Guard vessels 24 feet and larger, as well as various Coast Guard Stations, Air Stations, and Engineering Support Units. This acquisition was conducted as a limited-source procurement under the GSA Multiple Award Schedule Program, as L-3 National Security Solutions, Inc. is the Original Equipment Manufacturer. The sole-source justification was based on the unique and specialized nature of the equipment, ensuring that the components meet exact OEM specifications for form, fit, and function to avoid safety and interoperability risks. The requirement was designated as unrestricted after it was determined that there was no reasonable expectation of receiving offers from two or more responsible small business concerns.
