The Department of Defense, through the Marine Corps Systems Command (now Program Executive Officer Digital & Enterprise Services), is seeking a solution for the Marine Corps Enterprise Networks (MCEN) Event Management System (MEMS) to centralize monitoring of all network events across the enterprise. This system must be capable of collecting and analyzing telemetry data to generate behavioral and attitudinal performance indicators such as network traffic patterns, service reliability, application performance, user satisfaction, system usability, and net promoter-like scores. The solution is required to support enterprise-wide service monitoring, extend to tactical edge environments, and include capabilities for vulnerability discovery, monitoring, and remediation. In addition, the solution must operate with autonomous synchronization, ensuring functionality even when disconnected from the network. It should provide role-based access at both administrative and tactical levels and integrate with existing situational awareness dashboards through support for common and custom APIs. The solicitation is a sources-sought notice with a submission deadline in late May 2026, intended to gauge industry capability and interest in addressing this comprehensive and critical monitoring requirement for the Marine Corps’ network infrastructure. The office responsible is located in Quantico, Virginia, with designated points of contact available for further communications.
