The Marine Corps Systems Command, through the Program Executive Officer Digital & Enterprise Services, is seeking a single, integrated event management system to monitor the entire Marine Corps Enterprise Network (MCEN) and extend capabilities to tactical edge environments. The solution must centrally capture telemetry to derive behavioral and attitudinal performance indicators, enabling real-time insights into network traffic, service reliability, application performance, user experience, and system usability. It must discover, monitor, and autonomously mitigate vulnerabilities while functioning in disconnected, intermittent, and limited connectivity scenarios through local data buffering and synchronization upon reconnection. The system must provide role-based access control across administrative and tactical levels, support both common and custom APIs, and integrate seamlessly with existing situational awareness dashboards. All capabilities must be delivered through a natively integrated platform without reliance on third-party tools or separate licensing modules, ensuring a unified interface, database, authentication framework, and licensing model. The system is required to be deployed on-premises with zero dependency on any vendor cloud infrastructure for data processing, telemetry, updates, or management functions, and no telemetry or metadata may transit to vendor systems. All AI/ML analytics, vulnerability scanning using the NIST National Vulnerability Database, and compliance auditing against DISA STIGs, NIST FSMA, DoD 8500, FIPS 140-2, TLS 1.2+, and DoD PKI must occur locally. The solution must support CAC/PIV authentication, provide out-of-the-box STIG-compliant templates, and include native modules for VoIP monitoring, IP SLA operations including UDP Jitter and ICMP Path Echo, configuration backup, and Cisco ASA ACL visualization. It must have been previously deployed and operationally assessed at IL5 or IL6 within a DoD or Intelligence Community program and hold a current Authority to Operate or Provisional Authorization at those levels at the time of proposal. The prime contractor must be U.S.-owned with no foreign ownership, control, or influence, with all personnel being U.S. citizens holding active security clearances and supporting the system exclusively from U.S. locations. Proposals must be submitted via email in Word or PDF format, not exceeding 30 pages excluding title and table of contents, with individual files under 2MB and total submissions under 8MB, and must include UEI, CAGE code, socioeconomic certifications, and affirmative certifications of U.S. ownership, development, and deployment.

Marine Corps Systems Command (MCSC), the predecessor to the current organization, Program Executive Officer Digital & Enterprise Services (PEO Digital), was tasked with deploying a solution to monitor all events on the Marine Corps Enterprise Network (MCEN) within a single solution that integrates all requirements outlined below. The solution must be capable of capturing telemetry that enables derivation of behavioral and attitudinal performance indicators. Exemplar insights enabled by these indicators include network traffic analysis, service reliability tracking, monitoring application performance, user experience and satisfaction scores, system usability scales, and/or net promoter-like scores.
System shall enable enterprise network service monitoring and extend to the tactical edge. Solution must be capable of discovering, monitoring, and mitigating/remediating vulnerabilities. Solution must have autonomous syncing capability and be able to execute functions when disconnected from the network. Role based access shall be delegated to each administrative and tactical level. Shall support common and custom application programming interface and integrate with established situational awareness dashboards.
