A. IntroductionThe Port of Bellingham (Port) is soliciting written proposals from qualified firms, or teams of firms, interested in completing underwater and above-water condition assessments of marine infrastructure. The Port intends to issue an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a period of three years. At a minimum, the successful firm will be invited to complete condition surveys for the three projects described below in Sections B, C, and D. Should the Port require additional professional support in this category for any of its facilities during the term of the contract, the Port may ask the selected firm to propose amendments to its Professional Services Contract. However, the Port also reserves its right to engage alternative firms in compliance with its Purchasing Guidelines. The deadline for submittals is March 26, 2024, 4:00 PM PST. B. Initial 2024 Scope of Work for Blaine HarborThis survey will include the facilities at the public pier at West end of Marine Drive, as well as the fixed wood deck portion of the shoreline promenade near Gates 1 & 2. The public pier and deck are supported by timber piling and were constructed in the 1990s. The wood deck portion of the promenade begins at the east end at Gate 1 and runs west to the Gate 2 gatehouse.The scope of work for the public pier at Blaine Harbor will include inspection and assessment, both above and below water, of the piling, pile caps, stringers, decking, fender piles, walers, hangers, appurtenances, and electrical, fire and water utilities. The scope of work for the wood deck of the promenade will include inspection and assessment above water of the entire wood deck, handrail along the shoreline, and overall structural support. Survey findings need to be presented in a report that includes prioritized recommendations and cost estimates. To facilitate the 2025 Capital Budget process, the deadline for these deliverables is July 8, 2024. The reports for Blaine Harbor, Squalicum Harbor and Fairhaven need to be separate documents.C.
