The USDA Forest Service is seeking capability statements from qualified small businesses for the Cowboy Hat Stewardship Integrated Resource Service Contract within the Lake Tahoe Basin Management Unit. The project focuses on hazardous fuel reduction and forest restoration in areas affected by the Caldor Fire, specifically across a 545 acre contract area. The required logging mechanism is Cut-to-Length harvesting, which involves cutting and processing trees at the stump and forwarding material to landings. The scope of work includes cutting and forwarding biomass across 205 acres, mechanical mastication of dead and down material, removing approximately 2,603 tons of biomass and cull logs to off-forest sites, and constructing and decommissioning 1.4 miles of temporary roads. Optional tasks include hand thinning and hand fuel treatment across 177 acres. Performance is anticipated to begin in early summer 2027, with a strict completion deadline of September 15, 2027, due to grant funding expiration. The contract requires adherence to strict environmental and safety standards, including California Public Resources Code fire precautionary measures and specific erosion control protocols such as scarification and tillage. Compliance will be verified by the Forest Service through visual inspections and plot sampling, where a 90 percent acceptance rate per treatment unit is required. Interested vendors must submit capability statements detailing their experience with Cut-to-Length systems and fuel reduction by November 2, 2026, and are invited to a site visit on November 3, 2026.

Remove slash and large dead and down to landings when necessary to meet the fuels treatment specification.
  3. Remove biomass and cull logs from landings to off-Forest disposal sites.
  4. Construct temporary road to facilitate thinning treatment and decommission the roads prior to demobilization.
  5. Perform road maintenance and erosion control on roads used for biomass removal or otherwise damaged by Contractor’s operations.
  6. Perform hand thinning and piling if awarded.

3. Place of Performance

The project is located on the Lake Tahoe Basin Management Unit in portions of Township 11N Range 18E Section 5, and Township 12N Range 18E Sections 32 and 33; Mount Diablo Meridian, approximately 0.5 miles southeast of the intersection of California Highway 89 and US Highway 50.

4. Period of Performance

Anticipated start date: Early Summer 2027. Performance deadline: 9/15/2027.  This deadline is linked to grant funding expiration.
