Sumter Electric Cooperative, Inc. (SECO) is accepting written proposals from qualified firms or individuals interested in providing the Services as defined and described in the “Statement of Work” section of this Request for Proposal (RFP) document. The Marion Oaks Overhead Feeder Upgrade Project consists of one (1) Work Order. The work order has an Attachment A "Staking Sheet" and Attachment B "Project Map". The successful Proposer shall prove by their qualifications, experience, availability, approach, and plan for the work that they will best serve the overall needs of SECO. The selection of the successful Proposer shall be at SECO’s sole discretion and be made in a prompt manner after receipt and evaluation of all responses. If you are interested in responding to this RFP, please complete all the requirements set forth in this RFP document in the manner indicated. Accompanying this RFP are certain forms published by the U.S Department of Agriculture, Rural Utilities Service, including RUS Form 790 (the “RUS Forms”). You must also comply with the RUS Forms and complete those RUS Forms where indicated, delivering the same with your Proposal in response to this RFP. This RFP may include funding, in part, by a federal grant, under the U.S. Department of Energy’s Grid Resilience and Innovation Partnership program (GRIP), and, therefore, the federal grant award contract flow down requirements pursuant to Uniform Guidance, 2 C.F.R. Part 200, are incorporated by this RFP and govern the Services, as applicable. Please note that your response is a binding offer to perform in the manner you describe in the Proposal response, and your Proposal must remain valid for at least FORTY-FIVE (45) days from the proposal due date. You must confirm your understanding and acceptance of all terms and conditions stated in this RFP by signing required forms. SECO welcomes your response to this RFP document.

Pre-Qualification for Upcoming Overhead Construction Bids - WA
Solicitation # 2026-88
Solicitation 2026-88 is a Request for Qualifications issued by SECO Energy to establish a pool of prequalified contractors for future Overhead Feeder Construction and New Feeder Install projects. This is a mandatory requalification process; any firm previously qualified with SECO Energy must resubmit their qualifications to be eligible for upcoming Requests for Proposals expected in October 2026. The general scope of work includes directional boring, underground excavation, installation of 4-inch conduit systems and duct banks, placement of 1000 MCM 25 kV EPR aluminum primary cable, and the installation of underground switchgear, splice boxes, and grounding systems, as well as right-of-way clearing and site restoration. To be deemed qualified, vendors must complete a comprehensive questionnaire covering company information, technical capabilities, and references from electric cooperatives or public utilities. Key requirements include the ability to provide a 10 percent bid bond and a 100 percent performance bond, as well as the submission of three years of safety records, including EMR ratings and OSHA 30A summaries. While projects will utilize Rural Utility Service funding and may require Davis-Bacon Act compliance, a lack of prior RUS experience is not an automatic disqualifier. Evaluation is based on the firm's risk management profile, including sam.gov registration and Dun and Bradstreet PAYDEX scores, and their demonstrated ability to perform similar utility construction activities.
