The Department of the Air Force, through the Air Force Materiel Command and the Air Force Research Laboratory at the Rome Research Site, has issued a Broad Agency Announcement (BAA) titled "Marionette: A Multi-Domain Command and Control (C2) Decision Calculus for Complexity Imposition," soliciting innovative research proposals aimed at developing a framework that applies complexity imposition to optimize operational outcomes across multiple domains. The effort seeks to advance reasoning techniques about complexity within multi-domain courses of action to better understand and influence adversary responses. The BAA is open for an extended period, with initial white paper submissions accepted until September 30, 2024, and formal proposals invited only after white paper review. Funding for this initiative totals approximately $9.9 million, with individual awards typically ranging from $500,000 to $1 million and lasting up to 24 months. Multiple awards are expected, with various contract instruments available including procurement contracts, grants, cooperative agreements, and other transaction authorities to accommodate diverse research needs. Throughout its lifecycle, the BAA has undergone multiple amendments refining submission guidelines, funding details, eligibility and security requirements including mandates for Science & Technology Protection plans, and compliance with federal acquisition regulations. The solicitation emphasizes rigorous proposal preparation and adherence to submission instructions, with communication encouraged between offerors and designated government contacts for technical and contractual inquiries. The program incorporates extensive regulatory provisions related to security, supplier responsibility, and intellectual property, reflecting its strategic importance and sensitivity. Contact points for technical and business questions are provided, facilitating transparent dialogue while clarifying that only contracting officers have the authority to commit funding. This initiative represents a forward-leaning effort by the Air Force to harness complexity science within command and control frameworks to enhance decision-making in contested, multi-domain operational environments.
