The Space and Naval Warfare Systems Command (SPAWAR), supporting the Naval Sea Systems Command (NAVSEA) and the Program Executive Office Submarines (PEO SUB), Maritime Surveillance Systems (MSS) Program Office (PMS 485), plans to issue a sole source contract modification to Lockheed Martin Mission Systems and Training (LM MST) of Syracuse, New York. This modification to Contract No. N00039-15-C-0214 will procure up to five additional Surveillance Towed Array Sensor System (SURTASS) Twin Line Towed Array (TL-29A) arrays, along with labor and materials for a new Array Refurbishment Program. This program involves upgrading and refurbishing previously used modules per the latest Engineering Change Proposals (ECPs) and includes additional engineering support services and spares. The contract modification will increase ceiling amounts and add contract line items across three option years, with an anticipated award date in the second quarter of fiscal year 2017. Lockheed Martin MST is the sole original equipment manufacturer of the TL-29A and TB-29A arrays and is uniquely qualified to produce, refurbish, and provide engineering support for these systems due to their specialized knowledge, proprietary processes, and facilities. The towed array systems are critical for maritime surveillance, and only LM MST possesses the capability to build, integrate, test, and maintain these assemblies and modules for PMS 485. While this notice is not a solicitation for competitive proposals, other firms with the capability to fulfill these requirements may express interest within 15 calendar days. Interested parties must demonstrate their ability to meet the technical requirements, but the government reserves the right not to respond to late submissions. All inquiries must be made in writing to the designated contracting officer, Wendy Fletcher, with no telephone inquiries accepted, and the government will not pay for information provided. The contract work will be performed in Liverpool, New York.
