Mark VI Patrol Boat Operations - BPA

This contract solicitation seeks qualified small businesses to operate and crew Mark VI Patrol Boats at the Alpena Combat Readiness Training Center in Michigan under a firm-fixed-price Blanket Purchase Agreement (BPA). The primary mission involves conducting point-to-point transits between Calcite Quarry Port and St. Ignace, station keeping, day and night operations, target simulation, insertion and extraction support, and high-speed maneuvering in support of Exercise Northern Strike, which occurs annually for two weeks in August. Contractors must provide fully qualified crews including a U.S. Coast Guard–licensed Master with at least five years’ experience on jet-drive patrol vessels, a certified marine diesel mechanic with comparable experience, and a deckhand with a minimum of two years’ experience on similar craft. All personnel must possess NCIC-III and TSDB clearance, complete Antiterrorism Level I training within ten days of contract start, and comply with COMSEC protocols. The government provides fuel, lubricants, and access to facilities, while the contractor is responsible for personal protective equipment, marine liability and protection & indemnity insurance, daily operational reports, and compliance with OSHA and U.S. Coast Guard standards. Performance is measured strictly: zero safety violations, no more than one late arrival annually, and 100% checklist compliance are mandatory. The BPA has a five-year duration with individual task orders triggered by needs during Northern Strike and other training events, requiring contractors to be ready to commence operations within 48 hours of order receipt. Proposals must be submitted via email to designated points of contact by the July 8, 2026 deadline, and all offerors must be certified small businesses under NAICS code 488390 with annual receipts under $47 million, registered in SAM.gov with valid UEI and CAGE codes. The evaluation process prioritizes best value over lowest price, assessing price, boat captain credentials, and past performance without assigned weights or ratings. Invoicing must be done electronically through WAWF, and all contractual terms are governed by a comprehensive list of FAR and DFARS clauses, including those covering labor standards, equal opportunity, cybersecurity, trafficking in persons, and prohibitions related to certain foreign entities and regions.
